Here you go, a simple solution. Just put a ceil on the input before the inverter. A ceil takes any signal above 0.0 and treats it as 1.0 :)
>1=1
I mean every signal wich is smaller than 1 in fact 0,0001 or something like that should be converted automatically to 1
