Please Help (Helped)

This is zardOz's creation and I was trying to expand on it. It is supposed to send a signal to a random output upon input. Obviously I have done something wrong here. I'm not sure what the cmp-l and cmp-le do. I believe they are comparators but i don't know how to use them properly. Anyhow, the bit I threw on there seemed like the logical way to expand on this concept but it doesn't work. Maybe someone out there in principia land can tell me why?

Update: still having some problems but it works better than before.
