Low Orbit Death Laser

With retractable landing gear and extending weaponry.
To hover just above land: give the main thrusters just enough throttle to achieve lift, retract the landing gear. As you extend the weaponry you will shift your center of gravity and begin to descend, so just extend it enough to maintain a hover. This can be done from any altitude. Once you're steady just aim and fire. It's also worth noting that strafing provides a slight lift as well.
