Working suction cup wheel (WIP)

Yet until today I haven't found the solution for the problem, it seems that the suction cup it self has some problems, not my circuit. But it works much better now, probably because i changed the whole circuit and wheel's design.
Maybe you can help me? What the circuit is doing is that it allows all of the suction cups to attach at the same time, but turns them off for a 0.25 seconds (except the one that attached the last) after one of them has attached.
