Proper Suction Cup Wheel (WIP)

I saw a couple suction cup wheels but they don't actually work. This version turns the cups off and on as they approach a specific angle.

I have run into an issue with my circuit/the broadcaster. I want the transition from 9 back to 0 to be the same as the rest. Currently all outputs will = 0 when the broadcaster wraps around. I want there to be at least one active output at all times however.
